2025-11-07
Liu Yang, reporter for Shenyang Daily and Shenyang Media Group: On November 6, the CITIC Securities Shenyang International Software Park Closed-End Infrastructure Securities Investment Fund (hereinafter referred to as “Shenyang Software REITs”) began trading on the Shanghai Stock Exchange. This milestone not only marks the start of a new chapter in the integration of capital operations and industrial upgrading at the Shenyang International Software Park, but also sets a precedent for public infrastructure REITs in Northeast China, injecting long-term capital momentum into the region’s digital economy and igniting a new engine for the revitalization of Northeast China. During interviews that day, reporters learned that Shenyang’s capital market development is advancing rapidly, with the “Shenyang sector” rising swiftly on the capital markets. A number of landmark projects have taken root, and the first-ever deals in Northeast China have emerged one after another, fully demonstrating Shenyang’s financial dynamism and sense of responsibility as an international hub in Northeast Asia and providing strong impetus for the real economy. A Milestone Breakthrough in IPOs: On August 20 this year, Shenyang Hongyuan Electromagnetic Wire Co., Ltd. (hereinafter referred to as “Hongyuan Shares”) was listed on the Beijing Stock Exchange, marking a milestone in Shenyang’s capital market development in recent years and making it the first company in Liaoning to complete an IPO since the release of the new “National Nine Articles” in 2024. Hongyuan Shares specializes in high-end equipment manufacturing; its listing on the Beijing Stock Exchange raised RMB 281 million, which will be used for technological upgrades and capacity expansion. This not only signifies that Shenyang enterprises have successfully entered the Beijing Stock Exchange, but also provides valuable experience for small and medium-sized enterprises in the region. According to the Municipal Party Committee Financial Office, the entire process—from application submission to approval—took only a few months, highlighting the efficiency of Shenyang’s IPO service mechanism. The Municipal Party Committee and Municipal Government established a special task force to provide “one-stop” services, including policy interpretation, resource coordination, and inter-departmental liaison, ensuring smooth review and approval for companies. At the same time, Shenyang has streamlined the approval procedures for various certificates and other documents required during the listing process, introduced a “listing service secretary” system and a “single-window acceptance and parallel review” model, under which the Municipal Party Committee Financial Office takes charge of coordinating procedures across more than ten government departments, thereby significantly shortening the time it takes for companies to go public. Notably, Hongyuan Shares issued shares at RMB 9.17 per share, and by the close of trading on November 6, the share price had risen to RMB 31.80, clearly demonstrating the recognition the company has earned in the capital markets. Meanwhile, Zhongkeyi and Northern Laboratory are making steady progress in their IPO applications to the Beijing Stock Exchange, serving as typical examples of Shenyang’s efforts to cultivate a robust pipeline of potential listing candidates. Zhongkeyi focuses on the precision instruments sector, with its review proceeding smoothly and expected to become another highlight following Hongyuan Shares. Northern Laboratory, meanwhile, is deeply engaged in cybersecurity, further underscoring the diversified and flourishing landscape of Shenyang’s capital market. Currently, Shenyang is actively promoting the listing of 30 key candidate companies, of which two have already been accepted by stock exchanges, eight are undergoing guidance and filing with the Liaoning Securities Regulatory Bureau, 14 have signed agreements with securities firms to commence work, and six are actively in negotiations with such firms.
